The results from the study on the needs of the servants from the central, regional and municipal administrations of thematic training oriented towards working with databases related to the EU legislation, which started at the end of July, are ready.

This study was realized jointly with „New Eye” OOD under the Project of the Translation and Revision Centre „Enhancement of the knowledge and the awareness of the officials from the State administration to work with the European legislation”, implemented with the financial support of Operational Programme Administrative capacity, co-financed by the European Union through the European Social Fund.

The purpose of the study was to examine the difficulties in the process of working with the EU legislation and to establish, by making analysis and assessment, the specific needs of training for the officials from the State administration in subjects and issues related to working with European legislation acts, with terminological databases in the field of the EU law on the Internet and the uniform terminology used there.

The SUMMARIZED RESULTS have shown that the difficulties, faced most often by representatives of the target group, are in the field of terminology, in particular, in the cases when in various translations into Bulgarian language of the EU law acts, various translation variants for a specific term are given. Most of the respondents in a questionary were of the opinion that, in order to avoid such differences, it will be necessary to unify the terminology in the individual fields of the European legislation and to validate it at national level. In the case of difficulties of terminological nature 48 % of the civil servants consult their colleagues and only 23 % of them ask for expert opinion.

ANALYSIS OF THE NEEDS OF TRAINING IN PERCENTAGES

The analysis of the needs was produced on the basis of the inquiry study made with 843 representatives of the central, regional and municipal administrations and by conducting structured interviews with 30 of them. The summarized results of the analysis have shown that:

41,06 % of the civil servants need training to work with terminological databases in the field of EU law

The officials from the central, regional and municipal administrations attach the highest priority to this training. This training provides for familiarization with the available terminological databases, their functionality and the manners of optimum work.

40,1 % of them determine the training to work with databases comprising acts of the European legislation as useful for them

In this field it is necessary to develop two specialised trainings, with different focuses and target groups:

- for representatives of the central administration the accent shall be laid on presenting information on draft documents and the stage of their coordination and the availability of official Bulgarian translations of such documents;

- for representatives of the regional and municipal administrations, there is the need of basic training in the available databases, their functionality and the facilities of searching in the databases. This is most valid for the databases comprising official translations of the EU legislation acts into Bulgarian language.

18,84 % of the persons declaring need of training to work with the websites of the EU institutions

This is the lowest priority training, where the need of information is in terms of a more effective orientation and navigation on the websites of the European institutions with the purpose to easily and quickly find the basic available documents, as well as archives of documents.

It has been provided that the trainings start in the first trimester of 2009. According to the needs of the target group they will be practically oriented and will comprise both a navigation scheme in using the individual thematic instruments, and practical advises for optimum searching and orientation.

The organisation of the trainings will be conducted jointly with the Institute of Public Administration (IPA), and lecturers for the individual training modules will be experts from the Translation and Revision Centre.
